DRC’s Director of Transportation Group and Business Services Manager Hector Santiago is a licensed Professional Engineer (PE) and PMP with more than 20 years of experience delivering complex highway and bridge projects. As a former FHWA Director, he brings strategic leadership and over a decade of experience managing multidisciplinary teams and fostering high-level partnerships with Caltrans and local transportation agencies—including LA Metro, SBCTA, OCTA, RCTC, SANDAG, MTC, and SACOG—to streamline project approvals and align infrastructure goals.

He specializes in advancing complex design and construction initiatives, such as bridges, tolling, and ITS projects, using accelerated delivery methods like Design-Build and CM/GC while ensuring strict regulatory compliance and robust financial performance. At DRC, Hector is leading the charge on transportation and program/project management pursuits to enhance and expand the multimodal transit needs of the greater Los Angeles region.
