PE – Senior Project Manager & Water/Wastewater Practice Lead

 

Mr. Malkoun has more than 40 years of a notably broad-based project management experience in civil, structural, environmental, industrial, and recreational disciplines. He began in the private sector for five years, delivering civil, structural, and project management support to large petrochemical plants and airport projects. He began his three-decade career with the City of Los Angeles’s Bureau of Engineering as a Civil Engineer Assistant, managing design drawings, permits, and specifications for residential and commercial sewer projects for the Wastewater Program Management Division. In 1989, he became Sanitary Engineering Associate I - II & Project Engineer for the Construction Division, at the Hyperion Plant, and over the next 10 years supported major capital improvement projects valued at $400M.  In 1999, he became Civil Engineer / Project Manager I for Wastewater Conveyance Engineering Division and coordinated design and construction of seven Air Treatment Facilities (ATF) using Bio-Trickling Filters followed by Carbon Scrubbers, and 13 Interim Odor 

Control Carbon Scrubber projects valued at $100M. Also, he coordinated the SCAQMD Permits for 3 ATFs.
