Mr. Fowler is a Senior Project Manager who has consistently earned the respect of colleagues and clients for his leadership on transportation projects, consistently meeting project budgets, schedules, and quality. He has delivered more than 350 transportation projects valued at $5B, including METRO’S Crenshaw/LAX Transit Corridor and Expo Line, CALTRANS SR-30 project, and Louisiana’s 186-mile, $1.5B new freeway that serves as the state’s predominate north-south economic corridor. He possesses extensive knowledge of Caltrans, LA Metro, FDOT, and FHWA design standards. In addition to large-scale project management, Mr. Fowler’s technical career also includes QA/QC, design, design review, and construction management.

As a DRC Senior Project Manager leading, planning, organizing and delivering high quality transportation projects to DRC clients, Mr. Fowler manages all financial and technical aspects of each project, including scope, budget and delivery. He hires and leads diverse teams and provides expert level technical and quality guidance. He has the authority to make decisions, hire and direct staff, and allocate resources on the project consistent with approved proposals, contracts, or change orders. He is responsible for preparation and negotiation of project scope, schedule, and fee that is responsive to the client’s needs. Coordinates with DRC task managers and subcontractors to develop the project team and to allocate the necessary resources to complete the project successfully. He is responsible for all project management activities relating to scope, schedule, project budget, and fee. Has primary responsibility for project quality and platinum level client service.
