Arnold Goulbourne

 

Supervising Instrumentation & Controls, Water/Wastewater

 

Mr. Goulbourne is DRC's Chief Engineer for all water, wastewater projects, he has over 35 years experience in project management, design, construction and start-up of wastewater, water treatment and industrial projects, providing instrumentation, control systems and electrical designs for the facilities. He has excellent leadership and communication skills. Mr. Goulbourne provides Instrumentation, Control System engineering and construction management support services to the City of Los Angeles, Bureau of Engineering (BOE), Environmental Engineering Division (EED). This division is responsible for the research and development, design and engineering of all water and wastewater facilities within the City of Los Angeles.

 

Prior to joining DRC, Mr. Goulbourne served as the Southeast Group Design Center Manager for MWH; an electrical and control system engineer with over 35 years experience in the design, construction management and startup of wastewater, water treatment and industrial projects. As the Group manager and Principal In Charge of a multi discipline design center (Structural, Mechanical, Electrical, Instrumentation and Control), Mr. Goulbourne was responsible for all design projects undertaken in the Southeast U.S. regional offices. His responsibilities also included client liaison, marketing and presentation, organization and scheduling of work assignments and staffing, providing leadership direction & mentoring to his staff, meeting the department milestones and fiscal goals. In addition Mr. Goulbourne also managed the Process Control and Instrumentation Division.

 

Mr. Goulbourne's experience in municipal wastewater treatment has involved the design of distributed control systems, supervisory control and data acquisition systems, analog control systems, electrical distribution system, studies, pre design reports, marketing, the preparation of detailed design plans and specifications, construction management support and start-up services.

 

As the Group manager Mr. Goulbourne leads the Process Control and Instrumentation Div., Structural, Mechanical and Electrical design efforts to: update the Rancho Las Virgenes Regional Facility Expansion Solids Handling and Composting Facilities with a distributed control system and Micro VAX as the historian and management support; Escondido Wastewater Treatment Plant upgrade and expansion; Miami-Dade County, Florida sewage lift stations rehab.
